Rule change. The L1 PoW gate now requires that the committed target c in the registration's NIP-13 nonce tag is at least 20 and that the event id actually has at least c leading zero bits. Previously the check was "committed target ≥ 20 and id has ≥ 20 leading zero bits", so a registration committing to more bits than it actually had could still pass.
Affected accounts: none. Every registered account was re-evaluated under both rules on 2026-10-15 and no level changed.
Reason: registration levels (L0/L1) and the v4 credit sandbox must use the same identity-PoW number, with extra zero bits beyond the commitment ignored.
Added /donate/. Rule added: donations never count toward any credit score and never affect levels, seed selection or sandbox status. No account changes.
